Program Manager / Enterprise Learning Governance Lead
The Program Manager / Enterprise Learning Governance Lead serves as the accountable program executive and primary interface for a complex Federal enterprise learning governance program. This position integrates program management, workforce development and evaluation, learning technology and data, curriculum, certification, agency coordination, Federal HR advisory support, and innovation activities. The Program Manager ensures governance decisions, stakeholder requirements, risks, resources, and performance information are translated into coordinated, decision-ready actions across the program.
Key responsibilities include:
1. Program Governance & Integration:
• Lead and integrate enterprise learning governance activities across all program capability areas.
• Establish and maintain an integrated governance operating model, governance calendar, decision cadence, and supporting processes.
• Coordinate dependencies among Federal stakeholders, advisory bodies, contractor personnel, and the Enterprise Learning Delivery contractor.
• Ensure governance decisions and agency requirements are translated into clear, actionable delivery requirements.
2. Program Management & Performance:
• Manage staffing, schedules, resources, quality, risks, issues, dependencies, and overall program performance.
• Establish and maintain RAID and decision-management processes, including escalation and resolution tracking.
• Lead executive status reviews and develop decision-ready reporting on outcomes, schedule, staffing, budget, performance measures, mitigation actions, and required decisions.
• Maintain continuity across program startup, pilots, transition activities, and enterprise operations and ensure deliverables meet applicable quality and performance standards.
3. Stakeholder & Executive Engagement:
• Serve as the primary interface between OPM, contractor personnel, Federal agencies and Functional Advisory Boards (FABs), and other program stakeholders.
• Lead stakeholder engagement, executive facilitation, governance meetings, and cross-functional coordination.
• Build consensus across diverse Federal stakeholders and support timely, evidence-based decision making.
• Communicate complex program, workforce, and technology matters clearly to senior and executive-level audiences.
Required qualifications to be successful in this role:
• 15+ years of experience in Federal program management, human capital transformation, workforce development, organizational transformation, or a closely related field.
• 8+ years leading complex, multi-stakeholder Federal programs or initiatives.
• Demonstrated experience establishing governance structures, executive decision processes, and integrated program-management practices.
• Strong Federal stakeholder facilitation and executive communication experience.
• Experience coordinating business, workforce, learning, and technology teams in complex environments.
• Experience with organizational transformation, learning/workforce modernization, performance measurement, and continuous improvement.
• Ability to work full-time onsite at OPM, 1900 E Street NW, Washington, DC, as required by the PWS.
• Ability to prioritize and execute work in a fast-paced environment while maintaining a high level of quality and responsiveness.
Preferred skills include:
• PMP or comparable program/project management certification.
• Deep familiarity with Federal HR/human-capital policy, workforce development, or enterprise learning governance.
• Prior experience with OPM, a Federal CHCO organization, or comparable government-wide human capital programs.
